How much water?

I don't see how much water to add based on how many potatoes. It's not covering them. Maybe a half or 1/4 full?

In an instant pot you don't need the water to cover the potatoes just be sure to have 1 cup water

It says 1 cup water for 6 russet potatoes in the instructions.
