Can i use hot cocoa drinking powder instead of cocoa powder?if so, in the same quantity?

I would not substitute cocoa powder for hot chocolate powder. Cocoa powder gives red velvet a deep rich flavor.

Definitely not 1:1, since hot cocoa powder usually is a mix of sugar, cocoa powder and other ingredients. If you need to substitute, I'd check the ratio of sugar to cocoa to other things and adjust accordingly, meaning probably take twice the amount of cocoa powder and leave out the the rest of the sugar :)
