In my opinion, and what the community at large will often say, is that veganism is not a diet, it is a moral philosophy and justice movement mobilizing and advocating for the liberation of animals, and staunchly opposes the human usage, murder and exploitation of other animal's bodies for profit. Thus, you are either vegan or not vegan. People who adopt a plant based diet and still eat honey and eggs wouldn't be considered vegan by most, and they would barely be considered plant based by some standards.
