I haven't seen one in Instant Pot Fans, although it's not my most active community. There is a recipe for Carne Guisado from Gypsy Plate that I uploaded to several communities including One Pot Wonders and my Latin American Cuisines community. It's not particularly designed for instant pot, although it may be easily adapted, but it might be rather different from the one you saw, since different regions have different common recipes for meat/beef stew.
