Step 1
Preheat oven to 350°
Step 2
Shake flour in oven bags; place in 13*9*2 inch baking pan
Step 3
Add sugar, vinegar and soy sauce to bag. Squeeze bag to blend in flour. Add pineapple and green pepper to bag. Add chicken to bag. Turn bag to coat chicken with sauce. Arrange ingredients in an even layer.
Step 4
Close bag with nylon tie. Cut 6 half inch slits in top.
Step 5
Bake until chicken is tender, 30 to 35 minutes. Serve over rice.
