Step 1
Stir together dry ingredients. Rub in butter until it looks like crumbs. Add water and stir to combine. Knead about 5 minutes and then shape into a ball. Place into an oiled bowl and turn to coat. Let rise until doubled. Knead about 5 more minutes. Shape into rolls and place on baking sheets. Let rise until doubled. Bake at 350 until nicely browned.
