Homemade hot chocolate - does cocoa need cooking on stove top?

I found this homemade hot chocolate recipe. I’ve always thought cocoa has to be made on the stove top and brought to the boil and simmered? Can I just add kettle water?

Personally, I've always liked to cook it on the stove top, but I guess it doesn't hurt to try the faster version. I think it can work. Let me know if you try it!
