It varies by the recipe, and I'm not sure what the factors are that determine which one you get when you import a recipe into Whisk. There are many recipe creators on Whisk, but the majority of the recipes are imported from websites.
When I import a recipe from another website, I've seen three different scenarios. If you click on the instructions tab you may see
1) Only a link to the original Website to view the whole recipe and often quite detailed discussions and additional information.
2) The website reproduced on that tab
3) A traditional list of numbered steps.
Since I only know the story about the ones I import, I'm not sure if there are ways to affect this outcome. Whisk has also recently revised their policy so that you can no longer post web recipes that you have edited to communities, which protects the original recipe creator's rights. I don't know if that change has affected the import or not.

Paul, if you click on a recipe, there are three tabs: ingredients - instructions - health score.
If you tap on instruction there will either be in app instructions or it will take you to the original webpage that has the detailed instructions, often with photos.
