Do not substitute ingredients without knowing if the item is dog safe.
A high-powered smoothy blender pulsed a few times does great to mix ingredients. You can add small amount of water to blend. Some dogs like it very mixed, and others can be served without blending. My dogs are picky and need it well blended, so they don't taste the vegatables or rice.
Feed raw or freeze dry adding purified water to rehydrate.
