The instructions are poorly organized and written. I'm going to saute the garlic and peppers in the oil, and add some grated ginger. Then, mix the soy sauce and rice vinegar, pour it over the veggies, and stir in the peanut butter. When that's melted, if it's too thick I'll add water or chicken broth. Last, stir in the diced chicken and let it all cook together for a few minutes. I'll cook some Chinese egg noodles and drain them, and plate those with the sauce poured over. ETA: I added a splash of vegetable broth and about 3/4 teaspoon of Sriracha. Tastes great.
