I'm not sure why they would turn out like this. They should be soft but slightly crumbly. I'm in Australia. Not sure what part of the world you are in but adjusting oven temp might help. Never overmix and combine on benchtop till smooth and always rest mix in fridge.
This recipe works with normal flour as well and I make these for customers (home based registered kitchen here) and I've always had amazing feedback.
