Sautée the peeled onions after cooking the bacon and before searing the steak and set aside to add to pressure cooker. Do not add the 1/4 cup of flour to the sauce. Instead, Make a rue separately and then add the sauce slowly to rue (check out veloute sauce) then pour into crock pot and mix with all ingredients and cook on low for 9hrs. Any black pieces on top are just dehydrated not burnt and can be mixed in after pressure cooking.
