Says it is a roasted garlic and lemon but recipe says use powdered garlic? I did roast garlic and it was nice actually

It means the way the overall dish is cooked which is in an oven, roasted. I imagine roasted garlic would be delicious but you get a more pungent garlic hit than with powdered. I always try a recipe as stated first, then do my own thing with it.
