I think it's to taste. So many recipes have some people saying it's underseasoned and others that it's overseasoned. But the success of not giving amounts depends on a certain degree of experience. I do often adjust a recipes seasonings to my own taste. If you are comfortable identifying the effects of each spice, I'd start with an equal small amount of each one and adjust until the balance is what you want. But this may not be a good recipe for all cooks.
