Are you not seeing instructions at all, or are they just incomplete? I posted this recipe, at least in some of these communities. I have ten steps of instructions on the instruction tab, and this isn't an issue of any sort of subscription, at least to my knowledge, so I thought everyone would have them. But I haven't made this yet, it just looked good.

At the top there is a bar that reads ingredients. Instructions and health scor. Mine is in tiny green letters

Those are essentially tab headings. Mine aren't that small and also show me that there are 12 ingredients, 55 minutes for the instructions and a 9.8 health score as a top line, and only the tab selected shows in green. It sounds like some sort of program error. If you can't select the instruction tab by pressing or clicking on the word instructions, I'd contact support. I haven't had any similar issues, but they have been quite responsive about what some issues I have had with having the health score calculate. But I am somewhat confused as to why one user would have this error and not all.
