This is delicious. I took my usual “order of things” liberties with my instant pot….sautéed the onion, garlic, carrots, then added the cut up chicken breasts for a couple of minutes. Then just dumped in the liquids, rice, etc (added a bay leaf) (except for the milk), set it for 30 minutes. Did a quick pressure release, added some cayenne, two bouillon cubes and the milk/tapioca.
