If you look in the instructions, the other picture there doesn't show the seeds. I am sure they were probably considered garnish. The sesame oil is definitely enough to provide plenty of sesame flavor, but personally, I definitely would add the seeds for both appearance and texture.

It may have left them out of the ingredients on accident. I've come across a few recipes that Whisk has done that to also, so I always go through the list on the directions. This is one I found on whisk. Not sure why its contributing it to me.
