Mix flour, baking powder, baking soda and salt in a medium bowl and set aside.

For Surprise Muffins

Fill muffin cups about half full using 1/4 cup measuring cup.

Spoon 1 rounded teaspoon of strawberry jam onto the batter in each cup.
