Instructions
Step 1
Sift the confectioners' sugar followed by unsweetened cocoa in a large bowl, to get rid of any lumps.
Step 2
Stir in the powdered milk and whisk well until everything is combined.
Step 3
This can be kept in an airtight container for 6 months.
Step 4
Add 3-4 heaping teaspoonfuls to 8 oz of boiling water. Stir until combines. Top with mini marshmallows if desired.
