Step 1
1. Combine the raisins and water in a saucepan. Simmer 5 minutes.
Step 2
Mix the second amount of water and starch. Stir into the raisins and simmer until thickened.
Step 3
Add the remaining ingredients. Stir until the sugar is dissolved and the mixture is uniform.
Step 4
Cool thoroughly.
Step 5
Fill the pie shells. Bake at 425°F (220°C) about 30–40 minutes.
