Ooh, this was good. Thanks to a comment below, I made this in the Instant Pot and it came out really nice. I sauted the onion for a few mins, then added the carrots and potatoes for about 5 minutes, then everything else. I left the tomatoes on top and did not stir to avoid burn. 6 min on high turned out great. I'd maybe put less liquid in next time as it was very watery. Not very kid friendly, but depends on the kid. (Ooh, I also only used half the harissa, and used sweet paprika and smoked paprika for the other half.)
