As originally written, half of it is in metric, half in imperial. Step 5 is completely unrelated and suggests mixing over 4 pounds of UNsweetened cocoa powder with water and serving on ice, that's it. I don't know if you all have ever tried unsweetened cocoa powder, but that would be objectively inedible.
