I would boil peppers at least 4-6 mins, not 2, maybe even 7 mins, (depending on size & thickness), maybe add a bit more seasoning to meat and rice & tomato sauce mixture, I put a little bit of El Pato Mexican tomato sauce in addition to sauce called for. Hubby was not a fan, but my daughter and I thought it was pretty good, and I will make it again, because now I can see how to play around w ingredients, and it has great potential!
