I did not make it ground beef, but used Steak-ums instead. I used beef broth and worscestershire sauce. I put a layer of tots, then then the mixture, then the other tots and topped it with mozarella cheese. It was good, I don't know that I'd make it often, but would pull it out again occasionally.
