Instructions

Step 1
Preheat the oven to 350 F.
Step 2
In an oven safe pan brown the ground beef and drain any grease.
Step 3
Add in the onion and minced garlic and cook for 2-3 minutes until fragrant.
Step 4
Stir in the frozen veggies and cook for 5 minutes. Once veggies are softened add in the basil, oregano, salt, and pepper.
Step 5
Mix in the flour and cook for 2 minutes.
Step 6
Stir in the tomato paste until well combined.
Step 7
Stir in the beef broth, worcestershire sauce, and the bay leaf. Simmer for 10 minutes, stirring frequently.
Step 8
Remove the bay leaf and top with the mashed potatoes and spread evenly. If desired, take a fork and make designs on the top.
Step 9
Bake for 30 minutes.
