Instructions

Step 1
In a bowl stir together flour, baking powder, sugar, cream of tartar, and salt.
Step 2
Grate frozen butter and mix till mixtures reassembles coarse crumbs.
Step 3
Add milk and mix until dough clings together.
Step 4
On a lightly floured surface, kneed dough gently to flatten out. Fold together and repeat rolling out and folding the dough for 6-10 times. Final roll dough should be 1/2" thick. Then cut with large glass.
Step 5
Bake in oven at 450* for 10-12 minutes.
