Instructions
Preheat the oven to 350°F
Step 1
Cook the ground beef; Drain.
Step 2
Stir in the chili powder, cumin, beans, and chilies.
Step 3
In a bowl whisk together the sour cream, flour and garlic powder.
Step 4
Place half of the tortillas in the bottom of a greased dish.
Step 5
Top with half of the meat mixture half of the sour cream mixture and 3/4 cup of the enchilada sauce; In that order.
Step 6
The layers one more time.
Step 7
Cover with foil and bake for 40 minutes.
Step 8
Uncover, Sprinkle with cheese and bake for five more minutes.
