Sauté the Garlic: Melt the unsalted butter in a saucepan over medium-low heat. Add the minced garlic and cook for 1 to 2 minutes until fragrant. Be careful not to let the garlic brown, or it will turn bitter.Add Cream & Zest: Gradually whisk the heavy cream and lemon zest into the garlic and butter. Allow the mixture to come to a very gentle simmer.Thicken with Cheese: Reduce the heat to low. Whisk in the freshly grated Parmesan cheese and continue stirring until the cheese is completely melted and the sauce thickens to your liking.Season: Remove the pan from the heat and stir in the salt, pepper, and garlic powder. Toss with cooked penne pasta!
