Step 1
Place the cabbage in a large bowl. Add the salt and chili powder and mix well. Continue mixing and tightly squeezing handfuls of the cabbage. Transfer the cabbage to a colander in the sink and wipe the bowl dry.
Step 2
In the dry bowl, combine the coconut milk, carrots, cilantro, and lime juice. Mix well. Add the drained cabbage to the bowl and toss to combine. Cover and refrigerate until you're ready to serve, up to 3 days.
