Instructions

Step 1
In a large skillet, cook beef, onion and garlic over medium heat until meat is no longer pink; drain.
Step 2
Stir in the ketchup, vinegar and salt; set aside.
Step 3
In a small saucepan, bring water and butter to a boil.
Step 4
Pour into a small mixing bowl.
Step 5
Whisk in potato flakes until blended.
Step 6
Beat in cream cheese until smooth.
Step 7
Press biscuits onto the bottom and up the sides of 10 greased muffin cups.
Step 8
Fill with beef mixture.
Step 9
Spread potato mixture over beef.
Step 10
Sprinkle with potato chips; press down lightly.
Step 11
Bake at 375° for 20-25 minutes or until golden brown.
Step 12
Sprinkle with paprika if desired.
Step 13
Serve immediately, or cool before placing in a single layer in a freezer container.
Step 14
Cover and freeze for up to 2 months.
Step 15
To use frozen pies: Thaw in the refrigerator for 8 hours.
Step 16
Place on a greased baking sheet.
Step 17
Bake at 375° for 15-18 minutes or until heated through.
