In a small saucepan, bring the water to a boil. Remove from heat and add the tea bags, cardamom, and ginger. Steep for 5 minutes. Meanwhile, in another small saucepan, heat the oat milk over medium heat, whisking constantly until steaming and frothy. Whisk the honey into the tea, if using. Strain tea through a very fine-mesh strainer into two mugs. Sweeten with stevia, top with the hot oat milk, and sprinkle with cinnamon.
