Instructions

Step 1
Preheat oven to 350°
Step 2
In a mixer, beat together the sugar, the brown sugar and the melted butter until smooth. Add in the eggs and the vanilla and mix well.
Step 3
In a separate bowl sift together the flour, cocoa powder baking powder cornstarch and salt. Pour half of the flour mixture into the mixer, mix on low, then scrape down the sides. pour in the rest of the mixture and mix just until combined. Line a 9 x 13 pan with parchment paper, (just makes it easier to get them out, alternatively you can spray with nonstick spray)

pour in the brownie mix and spread it out. the mixture will be thick!
Step 5
bake 18 to 20 minutes, do not over bake, you want them fudgey!
Step 6
Let that cool completely.
Step 7
put the chocolate chips and the heavy cream in a glass measuring cup and microwave for one minute. Stir until the chocolate is smooth. pour that over the cooled brownies and top with the mini M&Ms or the chocolate sprinkles.

cut in to bars
