Step 1
Crumble beef evenly into two greased 5-quart rectangular baking dishes.

Evenly scatter half the potatoes, onion, celery, and beans with liquid, tomato juice, rice, salt, and pepper into each dish. Stir with a fork to combine.

Cover dishes with aluminum foil. Bake at 350 F for 1 hour.

Carefully remove foil and stir re-cover and bake for about 30 minutes or until potatoes are tender when pierced with a knife
Step 5
Remove foil. Sprinkle with cheese. Bake for 10 minutes or until the cheese is bubbly and golden.
