cut the butter into the dry ingredients until it forms coarse crumbs

mix wet ingredients

slowly add wet to dry and mix, probably won't need all of the wet mixture, may need more water, it depends, just add until it barely stays together
Step 4
work with 1/2 at a time, cut in half, stack, flatten, repeat to fold layers. wrap in plastic and refrigerate or freeze
