with juices, or 14-ounce can, with juices

3 tablespoonstomato paste

½ cupwhite wine
optional, sub 1/4 cup water

2 teaspoonsdried oregano

1 tspsugar

1 tspcinnamon

¾ tspkosher salt

½ teaspooncracked pepper

2 tablespoonsparsley
fresh chopped

3 tablespoonsbutter
or olive oil

4 tablespoonsflour

2 cupsmilk
or plant-based milk

½ teaspoonnutmeg
use fresh grated if possible

¼ teaspoonkosher salt

⅛ teaspoonwhite pepper
or finely ground black pepper

¼ cupparmesan cheese
grated, pecorino or kefalotiri, plus an additional 1/4 cup for the top-optional, or use vegan cheese
