Instructions

Step 1
Preheat oven to 375 F.
Step 2
In a pan brown the ground beef and drain any grease. Stir in the tomato sauce, spaghetti sauce packet, and 1/2 cup water. Simmer for 20 minutes stirring occasionally.
Step 3
In a separate pot, make the spaghetti according to the package instructions, broken into thirds before boiling. Pour into a colander and set aside.
Step 4
To that same pot add in the butter. Once melted whisk in the flour and cook for 2-3 minutes.
Step 5
Slowly stir in the milk and the rest of the water. Stir until thickened about 2-3 minutes.
Step 6
Turn mixture down to a simmer and slowly add in a cup of shredded cheese and the parmesan cheese. Stir until all the cheese is melted.
Step 7
Layer in this order in a 9X13 casserole dish: 1/2 of spaghetti, 1/2 of meat mixture, all of cheese sauce mixture, rest of the spaghetti and rest of the meat mixture
Step 8
Top with remaining shredded cheese and bake for 20 minutes.
