Step 1
In large sauce pan combine water, potatoes, and onion. Bring to boiling; simmer covered 10 min. Do not drain.

Meanwhile, in med sauce pan melt butter. Stir in flour and 3/4 tsp black pepper; add milk all at once. Cook and stir over med heat until thickened and bubbly.

Step 3
Add cheese to milk mixture. Cook and stir until cheese melts. Add cheese mixture to potato mixture. Stir in corn. Heat through but do not boil.
