Step 1
Slice steak as thinly as possible, cutting out any excess fat. (I find that slicing while still partially frozen works very well.) Salt liberally and set aside momentarily while preparing the sauce.

Combine all listed sauce ingredients in medium bowl. Set aside.

Step 3
Add canola oil to inner pot and select the sautee setting. Once oil is heated, add beef in a single layer in the bottom of the pot. Cook in batches until browned.

Deglaze

Deglaze pot by adding 1/4 cup water and, using wooden spoon, scrape all of the stuck brown bits from the bottom of the pot.

In inner pot, combine meat, sauce and carrots. Attach lid and set valve to sealing. Use high pressure setting for 10 minutes, followed by a 10 minute natural release.
