Step 1
Combine pretzels, 2 tbs sugar and butter. Press into 9 x 13 inch pan. Bake 375 degrees for 7 minutes. Let cool. Beat cream cheese and 1 1/2 cups sugar, add cool whip. Spread over cooled crust. Combine jello and water, stir until dissolved. Stir in frozen raspberries. Let cool for about 6-8 minutes. Pour over cream cheese mixture. Chill for 4 hours.
