In a large bowl, combine water and sugar, then sprinkle the yeast over it. Let this mixture sit for about 5 minutes, or until the yeast is frothy. In a separate bowl, whisk together the salt, egg, and evaporated milk. Add this egg mixture to the yeast mixture, then stir in the shortening. Gradually mix in the bread flour, about 1 cup at a time, until a dough begins to form. Turn the dough out onto a floured surface, and knead it until it becomes smooth and elastic, around 5-10 minutes. Put the dough in a greased bowl, cover it with a clean towel, and let it rise in a warm area for about 2 hours, or until it doubles in size. Once the dough has risen, roll it out on a floured surface to about 1/4 inch thickness. Cut the dough into 2-inch squares using a pizza cutter or a knife. Heat vegetable oil in a deep fryer or large pot to 370 degrees Fahrenheit (185 degrees Celsius). Fry the beignets a few at a time until they are puffed and golden brown on both sides, around 1-2 minutes per side. Remove the beignets with a slotted spoon and drain them on paper towels. Dust the beignets with powdered sugar while they're still warm, and serve them immediately.
