Sauce:
2 Tbspbutter
¼ cupall-purpose flour
1 ¾ cupmilk
8 ouncescheddar cheese
shredded
½ tspgarlic powder
½ tsppaprika
¾ tspdried parsley
½ tspsalt
¼ tspblack pepper

Instructions
Step 1
Preheat the over to 375F and grease a 2-quart baking dish and set aside.
Step 2
Arrange the potatoes in rows, being sure they're not layered too tightly together, leaving just a tiny bit of space. Slanting the potatoes will allow for this. Add onions where there is empty space in between the potatoes and a few on top. Set aside to make the sauce.
Step 3
In a medium sauce pan, add the butter and allow to melt. Add the flour and whisk together, cooking for about 1 minute.
Step 4
Slowly add milk in small increments, constantly whisking until all the milk has been added and the mixture is smooth.
Step 5
Remove from heat and add spices and cheese. Stir until the cheese is completely melted.
Step 6
Pour the sauce over the potatoes and onions, being sure to cover all potatoes.
Step 7
Cover the pan with foil and bake for 45 minutes.
Step 8
Remove the foil after 45 minutes and sprinkle the parmesan and smoked gouda over the top of the potatoes. Place back in the oven for another 30-45 minutes. For an extra crispy top, broil for 1-2 minutes, but watch carefully as it can burn quickly!
Step 9
Remove from the oven and allow to cool for about 15 minutes before serving.
