Instructions
Step 1
Cook Potatoes, Onion, and Celery in a small amount of water so the water is mostly cooked away until tender- 3/4 Cup to 1 Cup
Step 2
Add 2 Cups of Milk and heat till almost boiling
Step 3
Add 1/2 Cup of milk and the flour and shake in a batter shaker. Heat, stirring constantly until thickened.
Step 4
Add salt and margarine.
Step 5
Sprinkle chives and bacon to garnish
