6 Tbspall purpose flour

6 Tbspbutter

500mlmilk

Instructions
For the meat sauce
Step 1
Sauté onions and garlic until translucent then add the ground beef
Step 2
Next add the chopped tomatoes, passata, sugar, cinnamon sticks and bay leaves
Step 3
Simmer gently for 45 minutes with the lid on and salt to taste
For the beshamel
Step 4
Begin by adding the butter to a pot and melt
Step 5
Once melted, add the flour and cook gently until the mixture forms a paste
Step 6
Slowly add the milk (room temperature) in batches while whisking vigorously
Step 7
Next add the parmesan, paprika, salt and pepper and mix through
Step 8
Allow the mixture to bubble slightly for 30 seconds and remove from the heat
Assembly
Step 9
Boil the pasta until al dente
Step 10
Add pasta to a baking dish then layer the meat sauce on top in an even layer
Step 11
Next add a layer of béchamel and top with the grated cheese
Step 12
Bake in the oven at 180°C
