Step 1
1. Chop potatoes into 1-inch chunks and transfer them to the Instant Pot.
Step 2
2. Add the water and 1 teaspoon salt to the Instant Pot. Secure the lid and cook on High Pressure for 10 minutes. Manually release the pressure by moving the valve to venting. Remove the lid.

3. Drain the potatoes well. Return potatoes to the Instant Pot.
Step 4
4. Add in remaining ingredients and mash them in with the potatoes until well-incorporated. If potatoes are looking dry, add a splash of milk or cream and stir.
Step 5
5. For best results, serve immediately. Garnish with black pepper and chopped chives, if desired.
