Step 1
In a large non-stick skillet over medium-high heat, warm the oil.
Step 2
Add the potatoes in a single layer and cook undisturbed until lightly browned underneath, about 2 minutes. Stir and cook undisturbed to brown them some more for another 2 minutes.
Step 3
Use a wooden spoon to move potatoes to one side of the skillet. Add ground beef to other side of skillet. Sprinkle the potatoes and the beef evenly with the salt and pepper.
Step 4
Use wooden spoon to break up ground beef and to spread it to cover the half of the skillet not taken by potatoes. Press down on the beef with the spoon. Cook the beef for 4 minutes undisturbed while stirring the potatoes occasionally.
Step 5
If desired, use a spoon to scoop off any excess fat that has come from the beef.
Step 6
On top of the potatoes and beef, add the onion, bell pepper, garlic, and paprika. Stir everything together.
Step 7
Cook, stirring occasionally, until vegetables are softened, beef is no longer pink anywhere, and potatoes are fork-tender, 3-4 minutes.
Step 8
Turn off heat. Sprinkle with the cheese and allow the steam to melt it. Top with the green onions and serve.
