Instructions
Meat Filling
Step 1
Add the oil to a large skillet and place it over medium-high heat for 2 minutes. Add the onions. Cook 5 minutes, stirring occasionally.
Step 2
After 5 minutes, lower the heat, and cover for 10-15 minutes, stirring, every 2 minutes. Once the onions are browned and caramelized, take them off the heat, and place in a small bowl for later.
Step 3
Raise the heat to medium-high, and add the carrots, green pepper, and celery to the same skillet with a drizzle of olive oil, a splash of water, and a tablespoon of butter. Make sure to stir the mixture, scraping the bottom of the skillet with a wooden spoon so that everything is well incorporated.
Step 4
Once the carrots are softened (about 10-15 minutes), add the garlic, and stir for another 2-3 minutes.
Step 5
Add the ground meat, another drizzle of olive oil and a splash of beef broth. Make sure to mix well, and break the meat apart with the wooden spoon.
Step 6
After 3-5 minutes add the parsley, salt, pepper, and mix. Make sure to scrape the bottom of the skillet, in order to get all the good bits.
Step 7
Once another 5 minutes have passed, there should be a fair bit of beef fat that pools at the bottom of the pan. Remove some of it, in order to get the beef on the crispier side. Add the tomato paste and stir in with the rest of the ingredients, until no more clumps of tomato paste remain.
Step 8
Set the meat mixture aside and preheat the oven to 425 °F (or 218 °C).
Mashed Potato Topping

Peel and cube the potatoes before dropping them in a large pot of boiling water. Allow potatoes to cook for about 20-30 minutes, uncovered, with a wooden spoon placed ontop of the pot, to stop the water from boiling over. You'll know the potatoes are ready when they're easy to pierce with a fork.
Step 10
Drain to potatoes and keep them in the same pot so that any remaining liquid could evaporate. Mash the potatoes, until your desired texture. For extra smooth potatoes, strain them through a mesh strainer.
Step 11
Add the butter, heavy cream, garlic powder, salt, and pepper. Stir until well-incorporated.
Step 12
Spoon the mashed potatoes to the meat filling in the skillet, making sure that the top is evenly covered, and no meat is showing.
Step 13
Sprinkle the mozzarella cheese to the top of the potatoes, and place the skillet in the oven to bake for 5-10 minutes (or until the cheese has melted).
Step 14
Remove the skillet from the oven, and let it cool for 5 minutes before adding chives on top and serving. Enjoy :)
