Instructions
Step 1
Preheat oven to 350°F (175°C). Grease a 9x13-inch baking dish with nonstick spray and set aside.

In a large bowl, combine the flour, oats, brown sugar, salt, and baking soda. Add the butter and mix with your hands until the mixture is crumbly.

Set aside 1 1/2 cups of the oat mixture and press the remaining mixture into the bottom of the prepared pan.

In a medium bowl, stir together the peanut butter, sweetened condensed milk, and vanilla until well combined.

Pour the peanut butter mixture over the oat layer in the pan, spreading it out evenly. Sprinkle the chocolate chips over the top.

Top with the reserved oat mixture, pressing down lightly.
Step 7
Bake for 30 minutes, or until the edges are lightly golden.
