1. Make the Dough

1. In a small bowl, combine warm milk, yeast, and sugar. Let it sit for about 10 minutes until foamy.

2. In a large bowl, mix flour, baking powder, and salt.

3. Add the yeast mixture and oil. Mix until a dough forms.

4. Knead on a lightly floured surface for 8–10 minutes until smooth and elastic.

5. Place in a lightly oiled bowl, cover with a damp cloth, and let rise for 1 hour, or until doubled in size.

2. Prepare the Filling

1. Heat oil in a pan over medium heat.

1. Bring water to a boil in your steamer.

2. Steam buns over medium-high heat for 12–15 minutes.
