Instructions

Step 1
Preheat oven to 375. Peel and slice enough potatoes to make two layers in a 13x9 casserole dish. You can fry or air fry or oven bake the potatoes after slicing.
Step 2
While potatoes are cooking, cook the ground beef adding most of the diced onion until both are cooked, add the 7 spice and 1.5 teaspoon of salt and the pepper paste, mix and cook well then set aside.
Step 3
In a sauce pan cook remaining onions in some olive oil, then add garlic and cook for a few minutes. Add a can of tomato sauce and 2 cups of water. Season with 1 teaspoon of salt and 1 teaspoon of cumin and a tablespoon of parsley.
Step 4
Grease bottom of casserole dish, start layering the potatoes then add the ground beef mixture top with some of the tomato sauce to barely cover then add the last layer of potatoes and top with the rest of the tomato sauce. Bake at 375 for 45 minutes Serve over rice
