Step 1
Make brownie cookies: Combine melted butter, oil, eggs, vanilla, sugar, and brown sugar. Mix in flour, cocoa powder, baking powder, and salt. Stir in melted chocolate chips.

Bake at 350°F for about 9–11 minutes in a tart pan.
Step 3
Make vanilla mousse: Heat milk on medium just until it simmers; remove from heat and cool. Add gelatin and vanilla to the milk mixture. Whip together sugar and whipped cream (or Cool Whip), then add the gelatin mixture. Refrigerate until it thickens.
Step 4
Assemble: Top cookies with vanilla mousse, then finish with Hershey’s hot fudge, sprinkles, and a cherry.
